The Cyber Appellate Tribunal invites applications from eligible candidates for the posts of Registrar, Reader & Private Secretary to Chairperson, CAT on deputation basis.


About Cyber Appellate Tribunal
Cyber Appellate Tribunal has been established under the Information Technology Act under the aegis of Controller of Certifying Authorities (C.C.A.). The first and the only Cyber Appellate Tribunal in the country has been established by the Central Government in accordance with the provisions contained under Section 48(1) of the Information Technology Act, 2000.

The Cyber Appellate Tribunal has, for the purposes of discharging its functions under the I.T. Act, the same powers as are vested in a civil court under the Code of Civil Procedure, 1908. However, the procedure laid down by the Code of Civil Procedure, 1908 applies but at the same time the Tribunal is guided by the principles of natural justice.

The Cyber Appellate Tribunal has powers to regulate its own procedure including the place at which it has its sittings. Every proceeding before the Cyber Appellate Tribunal shall be deemed to be a judicial proceeding within the meaning of sections 193 and 228, and for the purposes of section 196 of the Indian Penal Code and the Cyber Appellate Tribunal shall be deemed to be a civil court for the purposes of section 195 and Chapter XXVI of the Code of Criminal Procedure, 1973.

Eligibility Conditions

(i) Officers holding analogous posts in the Central or State Governments or having five years’ regular service in the pre-revised scale of pay of Rs. 12,000-16,500 preferably possessing Law Degree or having experience of judicial work, or
(ii) Officers from Judicial Service in the Selection Grade in the Scale of pay of 15,600-39,100(PB-3) (pre-revised scale of Rs.12000-16500) with five years regular service in the grade, or
(iii) Officers of High Court or District and Sessions Court or Tribunals holding analogous post; or Assistant Registrar in the pre-revised scale of pay of Rs. 12000-16500 or equivalent with five years regular service in the grade.
Desirable: Preference will be given to persons having experience in legal or Judicial Work.

Pay Scale : (PB-3) Rs. 15600-39100+7600/- Grade Pay
Eligibility Conditions

(i) Officers holding analogous posts in the Central or State Governments or having five years’ regular service in the pre-revised scale of pay of Rs. 10000-15200(corresponding to revised pay band of Rs. 15600-39100 & GP of Rs. 6600) having Law Degree; or
(ii) Officers of High Court or District and Sessions Court or Tribunals holding analogous post; or Court Masters in the pre-revised scale of pay of Rs. 12000-15600(corresponding to revised pay band of Rs. 15600-39100 & GP of Rs.6600) or equivalent such as Administrative Officer (Judicial) or Superintendent in High Court or District & Sessions Court or Tribunals with five years regular service in the grade.
Desirable: Preference will be given to persons having experience in legal or Judicial Work.

Private Secretary to Chairperson, CAT : No. Of Post : 01 (UR)
Pay Scale : (PB-2) Rs. 9300-34800+4800/- Grade Pay
Eligibility Conditions

(i) Officers in the Central Govt. or State Govts. Or in Courts holding analogous posts or regular basis and having a degree from a recognized University; or
(ii) Stenographers Grade ‘C’ with eight years service in the pre-revised scale of pay of Rs.5500-175-9000 (corresponding to revised pay band of Rs.9300-34800 & grade pay of Rs.4200 or equivalent and having a degree from a recognized University.
Desirable: Preference will be given to persons having experience in legal and judicial work
General Terms of Appointment : 1. All the above posts are to be filled on deputation basis, initially for three years.
2. The maximum age limit for appointment on deputation shall not be exceeding 56 years as on the closing date of receipt of application.
3. Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or other organization or department of the Central Government shall ordinarily not exceed three years.
4. Applications of eligible and willing officers, who can be spared immediately in case of selection, may be forwarded through proper channel in the prescribed proforma given in Annexure,(See Advertisement) to the Registrar, Cyber Appellate Tribunal, Ministry of Communications & Information Technology, Jeevan Bharti (LIC) Building, Connaught Place, New Delhi - 110001 along with copies of the ACR dossiers for the last five years duly attested by an Officer not below the rank of Under Secretary or equivalent and Vigilance Clearance/ Disciplinary Clearance within 45 days from the date of publication of the advertisement in the Employment News.
5. Applications which are not filled properly as per Performa and received after due date, without ACR Dossiers, Vigilance and Disciplinary clearance will not be entertained. Once selected, the applicant will not be allowed to withdraw.
6. Last date of the receipt of application is 45 days after the publication in the Employment News.
